Diocesan Building Commission

Role

The Ballarat Diocesan Building Commission (BDBC) is an advisory board to the Bishop with responsibility to ensure that any capital projects in the diocese are managed appropriately and that funding and contractual issues are organised correctly.

The BDBC has a set of guidelines that apply specifically to capital projects undertaken by parishes in the Diocese of Ballarat, on land or buildings owned by the Ballarat Diocese through the Roman Catholic Trusts Corporation.

The Catholic Education Office, through its Capital Projects Sub-Committee, has detailed guidelines and procedures as applicable to school projects. There is some cross over with BDBC requirements, but the first point of reference for any school project must be the guidelines set out by the CEO Committee.

Limits apply against total project cost, including projects completed over a series of stages or comprising a number of separate components. Refurbishment projects would also include significant repairs and maintenance works. Any uncertainty regarding the applicability of the guidelines to a project should be checked with the BDBC Executive Officer.

If loan funds are required for the project early notification and application to the Catholic Development Fund is required.

Where any parish project involves liturgical refurbishment and/or renovations, that project must be referred to the Diocesan Liturgical Commission.

The BDBC may also refer the project to the Diocesan Finance Committee or the Pastoral Planning Office prior to making a recommendation to the Bishop.

Meetings

The Commission meets as required.  Meetings are held in the Diocesan Office, 5 Lyons Street South, Ballarat.
